~.
-2-
4 acres of minor disturbance (Previous phase - graded and topsoiled ready
for final reclamation revegetation, or seeded but not yet released from
reclamation responsibility.)
Your reclamation bond will be calculated on these assumptions unless you
provide information that changes the mining plan as written. As you can
see, the total disturbance is 10.5 acres which would disqualify you from
obtaining a limited impact permit.
EXHIBIT D - RECLAMATION PLAN
Your reclamation plan states that revegetation in conjunction with
reclamation of the site will be accomplished according to the ASC
recommendations, see Exhibit D. The Division assumes that you are
referring to the reclamation plan by Alex Parrot,
District Conservationist, with the Soil Conservation Service (SCS> and
that you are committing to all of his recommendations including
form CO-ESC-S. Please let me know if this is incorrect.
2. Your reciamation plan map shows the steepest reclaimed slopes to be 4:1
or 15.51. A 4:i slope equals a 25~ slope and ±he Division assumes this
is what you mean.
EXHIBIT E - MINING AND RECLAMATION PLAN MAPS
The Division assumes the areas shown in yellow (buffer zone) on the
Mining Plan Map are not to be disturbed. This area approximates the area
shown in yellow (natural grade undisturbed) on the reclamation mao for
all areas except where the reclamation plan map indicates that drainage
will be established to the south off-site and the buffer zone has been
eliminated. Please clarify this. Gemonstrate what areas will remain
unaffected within the permit area.
2. YOU must Show on your Minin7i R.arla.mation Plan Map/s ownersnips ~~i thin
200 feet of your permit boundary. Show what land is owned by Custer
County and what land is owned by the Bureau of Land Management. Include
any other ownerships if necessary.
EXHIBIT J - RECLAMATION COST
You did not supply a reclamation cost estimate. After you have satisfied
all other adequacy concerns, you can supply reclamation cost figures
based on the worst case situation and what it would cost the state to
reclaim the site if it had to contract the work out. The Division will
review these figures, or if you do not supply an estimate, the Division
will calculate the reclamation cost/bond amount for you.
7089E/scg
