In support of many of their concerns, the <br />Town of Castle Rock, Colorado is going on record as opposing approval of the mined land <br />reclamation permit for the Winkler Light Aggregate Quarry to be operated by Hallett <br />Materials. The Town requests the Mined Land Reclamation Board to deny the permit for <br />this operation, based on the following reasons: <br />1. Inability for long-term, vigilant control of operations. <br />The revisions to the Mined Land Reclamation Act (HB 162, 1988) <br />make it impossible for the Town or the County to have any control <br />over the reclamation process on this site. The quazry's proximity to <br />the Town makes this fact unacceptable (one mile, not "more than two <br />miles" as stated in Exhibit Q of application). In comments at an <br />August 8, 1989 public meeting on mining in Colorado Springs, many <br />complaints support the contention that mining quarries within the state <br />are not being reclaimed in accordance with their permits. In addition, <br />MLRD records of non-compliance complaints, and the imposition of <br />fines, indicate that the proposed operator has not met reclamation <br />requirements on other mining permits in Douglas County and, <br />
