Rule 1.04 <br />• The slope of the land in the active tmmng area commonly exceeds a 10% <br />grade. <br />• The active mining area is not irrigated or naturally sub-irrigated. The <br />average annual precipitation in the region exceeds 14 inches a year. <br />• The mine area is not frequently flooded. <br />• The Soil Conservation Service does not classify any of the soils in Routt <br />County as prime farm land. <br />• H-G Coal Company requested a negative prime farmland determination on <br />the basis that the mine plan area was not historically used as farmland, had <br />no slopes greater than 10 percent, was not irrigated or naturally sub- <br />irrigated, and did not have any soil map units designated as prime farmland. <br />• Correspondence with the Soil Conservation Service determined that no soil <br />within the proposed permit area is classified as prime farmland because of <br />the short growing season and cool temperatures . <br />Based on these considerations, the MLRD made a negative determination for the presence of prime <br />farm lands within the permit area. <br />C~ <br />• <br /> <br />'TK-G3 4~y~9G <br />2.048 l i/26~96 S~Bn%rTFL <br />
