Box 68 <br />Craig, Colorado 81625 <br />Oear Mr. Barnes: <br />I have received the SPCC Plan for the Wise Hill ,y5 Mine transmitted <br />by your February 23, 1977 letter. It is not necessary to submit an <br />SPCC Plan to our Agency for review unless there has been a spill <br />event from the facility~as outlined in 40 CFR Part 112.4 (a). The <br />Plan should be kept on file at the facility office for your use and <br />be made available for inspection, should one of our field personnel <br />request it for review. <br />L~ <br />A cursory review was made of the Plan and there are several items <br />which should be included or expanded. <br />1. Section B narrative indicates an oil spill would enter the <br />Yampa River, and the following table, under Direction, <br />indicates the oil would enter the Williams Fork River. A <br />more accurate description of the probable flowpath should <br />be given; such as, oil would flow east and enter the <br />Williams Fork River, X miles upstream from its cm fluence <br />with the Yampa River. A copy of a map (USGS or other) <br />would be benefical in this description and would be an in- <br />valuable aid to personnel involved in a clean-up outside <br />of the facility property line. <br />2. Section 0, Na 2, indicates a map is present illustrating <br />the position of the security gate. A map was not included <br />in the Plan we received. <br />3. Section 0, No.i, should have the telephone number of the <br />fire department listed. <br />4. While it is not stated, provision should be made to handle <br />a spill from the delivery truck during the oil transfer <br />operation. It may be possible to contour the loading area, <br />presumedly west of the tanks, to drain into the inclined <br />ditches. <br />a <br />
