Only minimal impounding had occurred over the past year as evidenced by the lack of debris or high water lines on the fill slope. The steel stakes set to indicate the 10-year, 24-hour storm water elevation are in place and in good condition. C. Upstream Channel Water does not currently flow through the rock underdrain of the embankment fill. No water was impounded directly upstream of the edge of the embankment. Some minimal water was ponded though roughly 100 yards upstream from the base of the road fill. The area directly at the base of the embankment was dry and showed no signs of dampness recently. The highest 24-hour precipitation event for the previous twelve months before the inspection was 0.88 inches of rain on September 29, 1995. This is lower than the 10- year, 24-hour event of 1.6 inches. A copy of the annual precipitation data covering the previous twelve months is attached. This format was changed just last year. Instead of providing data for the Water Year (October to September) which did not cover the time frame from one inspection to the other, this report covers the twelve months of data preceding the current inspection. D. Downstream Embankment Slope Vegetation is sparse on the side slopes due to the coarse and rocky material present in the fill. Erosion does not appear to be a problem due to the relatively short slope and limited area exposed to runoff. No runoff from the haul road ditches can occur down the embankment slope. No cracking, bulging, or other signs of stress were noted. III. Conclusion There appears to have been no noticeable change in the embankment structure since the last annual inspection of June 28, 1995. Vegetation is growing on the side slopes. The embankment is stable and the underlying rock fill is functioning as expected.
