Mr. Briggs
February 18, 1980
Page -2-
2) 5-E-3 - The nearly vertical backwalls of the terraces must
be analyzed for long term stability. If sufficiently stable,
treatment of near-vertical slopes could include holes of various
sizes created randomly over the face for plants and wildlife.
3) 5-E-4 - Will any groundwater be encountered in this operation?
4) 5-E-4 - Please supply an analysis of the limestone fines
which will be used as a growth medium.
' 5) 5-E-5 - Please specify where the topooil stockpiles ,ire
located and the treatment of the stockpiles.
6) To what depth (in inches) will the topsoil be replaced
on the site?
7) 5-E-6 - If fine material from the processing plant is
to be used as a plant growth medium, it must be so stated and
must be soil tested to determine if it will support vegetation.
8) 5-E-7 - The grass seed should be planted no deeper than
-Z inch.
9) 5-E-8 - "Castle concrete assumes no liability for failure
due to extended drought impacts on unadapted vegetation.'
Management techniques must be designed to minimize drought
impact. Once the drought occurs, it is too late.
10) How will rainwater be channeled on the terraces?
11) 5-E-8 - Does this revegetation plan include the berm
area? l•Jhat revegetation studies will be done on top of the
berm and how will they be organized?
E. Exhibit G - Water Resources
1) At what depth is groundwater encountered?
2) Are water storage rights needed to retain this storm
runoff?
3) How will the loss of this intermitant drainage affec-:
areas down stream?
F. Exhibit I - Soils
1) The growth medium which will actually be used on the
site must have an analysis done.
2) According to Rule 6.5 a., "In those areas where reve~3etation
is part of the reclamation plan, land shall be revegetat~~d
in such a way as to establish a diverse, effective, and ~long-
lasting vegetative cover that is capable of self - regeneration
