Simpson, P.E. <br />Slate Engineer <br />We have received your letter of October 26, 2006, requesting a substitute water supply <br />plan, to cover depletions caused by the existing Ft. Lupton Sand & Gravel mine ("Ft. Lupton <br />Mine"), operated by L.G. Everist ("Applicant"). The required fee of $257.00 for the renewal of this <br />substitute supply plan has been submitted (receipt no. 3610689A). <br />Plan Operation <br />This plan seeks to replace depletions resulting from mining operations at the Ft. Lupton <br />mine. The depletions that result from the mining operation are evaporation, water lost in mined <br />product, concrete production and dust suppression. The applicant has bonded through the <br />Division of Reclamation Mining and Safety for final reclamation of the site. <br />The proposed replacement sources are 0.52 shares of Lupton Bottom Ditch, <br />augmentation credits from the Town of Milliken and nontributary Laramie-Fox Hills water <br />withdrawn from well no. 65060-F. <br />Portions of the mining site have been lined with a bentonite slurry walls. The liners were <br />approved by the Division Engineer on October 13, 2004 and January 29, 2007. Some mining <br />activities for 2007 will occur outside of the slurry walls, however, for this plan the depletions that <br />result from the retention of water in mined product and all open water surfaces inside and outside <br />of the slurry walls will be quantified and replaced under this plan. <br />There is an existing alluvial well, permit no. 57957-F, located outside of the approved <br />slurry wall which is permitted to provide water for concrete botching and dust suppression. The <br />depletions resulting from pumping the well, for those uses, will be replaced under this plan. <br />Dewatering at the Ft. Lupton Mine commenced in 1999. Dewatering will continue through <br />2007 and all dewatered water will be discharged directly back to the South Platte River. The <br />applicant's accounting specifies the depletions and accretions from the dewatering operation. <br />
