Dear Mr. Massey:

On February 28, 1978, you, Lynn Obernyer and
Randy Overton met with me, Jay Hill and Bill Hillhouse. We
discussed the supplemental materials which I provided you at
the meeting and agreed that those materials should be further
modified, in order to make them acceptable to the Mined Land
Reclamation staff, as follows:
EXHIBIT D - MINING PLAN
1. Page 2 - item #18: Add "55.55 acres" with an
asterisk. The asterisk refers to a phrase to be added at the
bottom of Page 2 "Applicant contends that this is not 'affected
land' but is including the land for purposes of processing this
application." The land disturbance expected will now read
"134.70 acres."
EXHIBIT E - RECLAMATION PLAN
2. Page 4 - line #28: Change the word "flow" to
"flows" and add "equal to a 10-year flood or such greater flows
as required to comply with the terms of an applicable NPDES
permit.
3. Page 4 - line #30: Add two new sentences after the
word "canyon": "These structures will either eventually be covered
by the dump or, after abandonment, will be removed and graded to
the topography of the surrounding area. See map, Exhibit F, for
original contours,"
