• prior to seeding. A rangeland seed drill will be utilized for seeding <br />most areas. Areas where use of the seed drill may not be practical due to <br />slope or other considerations, will be hydromulched, or broadcast seeded <br />at twice the normal seeding rate. Seeding will typically be scheduled for <br />late fall, allowing the seed to winter over and germinate in the spring in <br />order to take advantage of elevated soil moisture levels. <br />The coal refuse stockpile is designed to be a permanent structure. <br />Consequently its design incorporates consideration of long term stability <br />and compatibility of the final configuration and revegetated community <br />with proposed post-mining land uses. As a permanent structure, the coal <br />refuse stockpile will be inspected during construction by a qualified <br />registered professional engineer or other qualified person approved by the <br />CMLRD. Inspections will occur on a quarterly basis during construction <br />operations, and inspection reports will be prepared, certified by a <br />qualified registered engineer, and filed with the CMLRD within two weeks <br />of the inspection. <br />Quarterly inspections will focus on verification that construction is <br />ccnsistent with design specifications and identification of any <br />significant indications of instability or surface erosion. Inspections <br />will specifically be scheduled during clearing, topsoil removal, subdrain <br />construction, surface drainage installation, refuse placement and <br />compaction, and revegetation. Mhere it is necessary to construct or <br />extend subdrains, construction practices and subdrain dimensions will be <br />documented by color photogrpahs included in the inspection reports. <br />The stockpile overlies active mine workings. However, it should not be <br />affected by potential subsidence due to specific ground control measures, <br />including barrier pillars and limited extraction, as detailed in the MSHA <br />Roof Control Plan, included in Exhibit 16, Roof Control Information. It <br />is anticipated that the coal refuse stockpile will require little or no <br />maintenance. However, if significant surface erosion or indications of <br />instability are observed, EFCI will immediately take appropriate <br />corrective measures to alleviate any problems. <br />The final coal refuse stockpile configuration will be an elongated hill <br />2.05.3-37R Revised - August, 1990 <br />
