6.4.7 EXHH3IT G -Water Information
11. In order to demonstrate compliance with Section 3.1.6, Coulson Excavating, Inc. will be required to
provide one of the following:
A) A copy of the State Engineer's Office letter approving the proposed liner design and a copy of the
design and specifications for inclusion into your application prior to Division approval of your application,
or
B) A commitment to stay at least two feet above the historic highest ground water level together with an
adequate means to monitor compliance, or
C) A bond adequate to backfill the pit to two feet above the historic highest ground water elevation, or
D) A letter from the State Engineer's Office (SEO) stating that Coulson Excavating, Inc. has satisfied the
SEO requirements for an augmentation plan or substitute supply plan for ground water exposed to
evaporative loss and has an associated well permit. The applicant is advised to provide written approval
from the OSE of all their permitting requirements prior to the Division's decision date. (Attached is a copy
of review comments from the OSE).
Please respond with how the applicant will demonstrate compliance with Rule 3.1.6.
12. Please identify whether there are any wells located on or within 600 feet of the area proposed for
excavation. If yes, please provide a map showing the location of such well(s) and provide ownership and
well completion information for each well.
13. In conformance with Rule 6.4.7(3), please provide an estimate of the project water requirements
including flow rates and annual volumes for the development, mining, and reclamation phases of the
project.
14. In conformance with Rule 6.4.7(4), please provide the projected amount from each of the sources of
water to supply the project water requirements for the mining operation and reclamation.
15. The applicant indicates the operation is expected to affect the groundwater/surface water system by
exposing a small amount of groundwater to the atmosphere. Because the applicant has proposed a mining
plan of de-watering and dry mining below the groundwater table, and because of the close proximity of the
Hillsboro Ditch to the area proposed for excavation, the Division requests that the applicant provide a
hydrologic evaluation to determine what, if any, hydrologic impacts might occur to the Hillsboro Ditch as a
result of the de-watering and dry mining activities at the Stroh Pit. The Division will waive this request if
the applicant can demonstrate that the Hillsboro Ditch is adequately lined and hydrologically isolated from
the area of excavation.
6.4.12 EXHHiIT L -Reclamation Costs
16.
