Banks and Gesso, LLC <br />EXHIBIT D -MINING PLAN <br />Overview <br />The Applicant proposes to excavate approximately 7.1 million cubic yards (10.6 million <br />tons) of sand and gravel from the Haldorson property. The mining operation will start in <br />2003 and will last for approximately 21 years. Approximately 500,000 tons of sand and <br />gravel will be mined each year. The actual length of the operation is highly dependant <br />on market conditions. Additionally, it should be noted that no part of the property exists <br />within the 100-year FEMA floodplain and no wetlands are present on the site. <br />The Applicant proposes to develop the site as a sand and gravel mining and processing <br />operation. The ancillary and compatible uses of concrete and asphalt production are <br />proposed to occur on site. Approximately 139 acres of the total permit area of 156 acres <br />is proposed for excavation (see Exhibit C-3: Mining Plan Map). Reserves will be dry- <br />mined. The processing area will be located as shown on Exhibit C-3. <br />The post-mining land use of the property will be cropland. <br />Mining Methods <br />The Applicant proposes to dry mine the property in 5 phases. Phase 6 will entail only <br />reclamation. The approximate area of each phase is summarized in Table 1 - <br />Operations Timetable below. Mining methods within each phase area are discussed in <br />detail below. In general, the site will be excavated at the proposed reclamation slopes, <br />eliminating the need for backfilling during reclamation of most mine cells and also <br />allowing mining and reclamation to occur concurrently. Groundwater will not be <br />encountered as a result of mining, thus eliminating the need for any dewatering <br />activities. Mined materials may be excavated with scrapers, excavators, or front-end <br />loaders. Materials will be transported to the processing area via off-road haul trucks and <br />conveyors. <br />Earthmoving Operations <br />Earthmoving operations within each phase will begin with the grubbing of existing <br />vegetation. Stripped topsoil and grubbed vegetation will be stockpiled for later use in the <br />reclamation of each phase.
