J <br />MITIGATION PROCEDURES <br />Those portions of the haul roads within Somerset which are not paved <br />will be chemically stabilized and watered to control dust. A truck <br />"bump' will be built just before (i.e., north and east of) the rail road <br />crossing on the truck haul road. This truck bump will be designed to <br />shake the residual dirt/coal from the tires of the truck prior to exiting <br />onto the main highway. <br />Through proper loading of the coal into the truck (i.e., not over- <br />loading) coal falling from the bed of the truck can be controlled. A <br />truck ramp that places the trucks closer to the loading chute has already <br />been installed; this prevents the overloading of the trucks. In <br />addition, an operator training program will be established to insure the <br />truck loading operator is properly instructed in the correct loading <br />procedures. <br />TRAIN LOAD-OUT FACILITY <br />The train load-out facility consists of an 8,500 ton silo. The silo <br />is loaded from a conveyor belt connected to the crusher and surge pile. <br />The belt unloads the coal into the top of the silo which then free falls <br />to the current coal level. The train pulls through the silo, which is <br />walled on two sides, where the coal is dropped by chute into the open <br />cars. <br />Two sources of fugitive dust emissions from the silo were identified. <br />The conveyor belt feeding the silo is located at the top of the structure <br />inside a closed cupola. Tlie source of dust from this operation comes <br />from the open gap between the top of the silo and the cupola. During the <br />silo filling process, the dust can escape to the atmosphere through this <br />opening. <br />The second source of dust would be from the train loading process. <br />As the coal is gravity fed into the train cars, dust is generated. Even <br />though the train loading is inside the silo, the two ends of the silo are <br />open for train passage. <br />MITIGATION PROCEDURES <br />This open area between the top of the silo and the cupola has already <br />been covered to prevent the release of dust from this potential source. <br /> The train loading chute is a telescoping chute which lowers into the <br /> train car prior to loading. The chute is gradually lifted as the car <br /> fills. It is felt that this device is sufficient to control dust <br /> emissions from this source. <br />2 <br />
