Dear Ms. Austin:
This letter is in response to the application submitted in May 2005 requesting a substitute
water supply plan (SWSP) for a sand and gravel pit to be operated by Lafarge West, Inc.
("Applicant") in accordance with Section §37-90-137(11), C.R.S. The Applicant shall be
responsible for compliance with this plan, but the State Engineer's Office may also pursue the
landowner for eventual compliance. The required fee of $1,343 for the substitute water supply
plan has been paid.
The proposed plan anticipates a total annual net depletion of 25.87 acre-feet for up to
12.7 acres of ground water exposed in two dewatered pits, 1.5 acres of settling ponds and wash
ponds and 0.3 acres for a dewatering trench around the perimeter of the pii, for a total of 14.5
acres of groundwater exposed. No groundwater was exposed within the permit boundary prior to
January 1, 1981.
You have provided a monthly breakdown (Table 5, attached) of the total annual
depletions at this site including 25.67 acre-feet of evaporative loss, 7.36 acre-feet of water lost
with mined product (250,000 tons), and 4.50 acre-feet for dust suppression. Lagged stream
depletions accruing to the Colorado River total 37.53 acre-feeUyear (see attached tables 1
through 4). Phreatophyte credit of 26.74 acre-feet has been applied to this plan (see attached
tables titled Cottonwood Net Irrigation Requirement, Sacaton Net Irrigation Requirement and
Total Net Irrigation Requirement).
However, because this portion of the Colorado River is only considered over-
appropriated during the last two weeks of April, the first week of May, and the last two weeks of
June through the end of October, the depletions that must be replaced total 13.65 acre-feeUyear.
These estimates are based upon ground water evaporation, water in mined product, material
washing, and dust control. No groundwater will be used for reclamation, concrete batching or
any other purpose. Credif from 7.7 acres of phreatophy[es within the area of the two unlined pits
is claimed to reduce the replacement requirement.
