Blast Vibration Analysis: Proposed MMRR Quarry <br />Page 1 <br />BLAST VIBRATION ANALYSIS OF PROPOSED MMRR QUARRY ON <br />THE BLACK HAWK/CENTRAL CITY WASTEWATER TREATMENT <br />PLANT AND SILVER DOLLAR METROPOLITAN DISTRICT <br />FACILITIES <br />INTRODUCTION <br />At the request of the Black Hawk/Central City Sanitation District (BHCCSD) and the Silver Dollar <br />Metropolitan District (SDMD), Leonazd Rice Engineers, Ina (LRE), assisted by Hollingsworth <br />Associates, Inc., undertook a blast vibration analysis of the proposed MMRR Quarry as described <br />below. <br />` ' Clear Creek District Water Providers, LLC filed Application Number M-2004-067 (amended) with <br />r ~ the Colorado Division of Minerals and Geology (DMG) to permit and construct an aggregate rock <br />quarry on State Highway 119 due east of the City of Black Hawk, Colorado. The proposed MMRR <br />Quarry is located in Gilpin County at or neaz Section 26, Township 3 South, Range 72 West of the <br />u 6th Principle Meridian. <br />A The proposed quarry is within distances of concern to a number of receptors including the BHCCSD <br />i Wastewater Treatment Plant, associated sanitary sewer lines (underground), highway lighting owned, <br />operated, and maintained by SDMD, a gasoline/retail convenience store, potable water wells <br />associated with the wastewater treatment plant and the convenience store, and State Highway 119 <br />itself. <br />Structure, Significant, Valuable, and Permanent Man-made is defined at Colorado DMG <br />Construction Material Rule (CMR)1.1 (48) to mean "a nonportable improvement to real property <br />which has defined, current and recognizable value of an economic nature; generally including but not <br />limited to: buildings, houses, barns, fences, above or below ground utilities, irrigation ditches, <br />maintained or public roads, bridges, railroad tracks, cemeteries, communication antennas, pipelines, <br />water wells, water storage structures, discharge and conveyance structures, etc." <br />CMR 6.4.19 Exhibit S -Permanent Man-made Structures states: <br />Where the mining operation will adversely affect the stability of any significant, <br />valuable and permanent man-made structure located within two hundred (200) feet of <br />the affected land, the applicant may either: <br />(a) provide a notarized agreement between the applicant and the person(s) <br />having an interest in the structure, that the applicant is to provide <br />compensation for any damage to the structure; or <br />(b) where such an agreement cannot be reached, the applicant shall provide <br />an appropriate engineering evaluation that demonstrates that such structure <br />shall not be damaged by activities occurring at the mining operation; or. <br />~ Leonard Rice Engineers, Inc.
