I~
The proposed coal mine waste disposal area is geologically similar to SCC's
Cameo Refuse Disposal Area No. 2 which was constructed without underdrains. SCC's
coal mine waste was from a preparation plant so it was quite wet when placed in the pile,
however the phreatic surface did not buildup. This fact supports the Operator's position
that an underdrain system should not be required for this refuse pile.
In the event that seeps or springs are encountered during topsoil or cover material
stripping for the Munger Canyon Mine Waste Pile, subdrain(s) will be incorporated into
the permit. Coal Mine waste placement will be suspended if seeps or springs are
encountered, until sub-drain designs have been approved by the Division, and
constructed by the operator.
2.2.6 Access Control Features/Signs and Markers
Existing fences and signs will be used to control access to the permit area. All
•
signs will be of a standard design and will comply with 30 CFR 717.12 as described
later in this subsection. The signs will not be removed until after release of all bonds.
Access to and from Colorado State Highway 139 will be accordance with safety
requirements of the Colorado State Highway Department.
Pursuant to State and Federal regulations, signs and markers will be posted and
maintained by the Operator until after the release of all bonds for the permit area. The
signs will be of durable material, of uniform size throughout the operation, easily seen
and read, and will conform to local ordinances and codes. The following signs or
markers will be posted in relation to the operation:
Mine and Permit Identification Sign
- posted at the only entrance to the permit area from State Hwy 139
Perimeter Markers
- posted along areas affected by surface operations or facilities
Stream Buffer Zone Markers
- an area 100 feet on either side of East Salt Creek (within the
permit area) will be posted. None of the ephemeral channels in the
permit area will be posted.
Topsoil Markers
- posted at each topsoil stockpile
\J
Permit Renewal
2-22
09/03
