<br />EXHIBIT "E" <br />RECLAMATION PLAN <br />(a) Description of the type of reclamation, reasons, earthmoving related to reclamation. <br />(i) the entire pit area will be reclaimed as rangeland. This use was selected by the landowners as <br />being consistent with the balance of their ownership adjacent to the affected area. However, the <br />applicant does not propose to reclaim areas mined by others in years past. Also, the Lessors have <br />requested that the roads be left unreclaimed for easier access to their grazing areas and possible fire <br />fighting. <br />(ii) Earthmoving in reclantation will be relatively simple. Backslopes will be finished to blend with <br />the existing adjacent contottrs. Both the pit floor and backslopes will be topsoiled with 0" - 4" of any <br />available topsoil. The NRCS report states: "There will be almost no soil available to stockpile for <br />later reseeding work." <br />(b) Comparison of the proposed post-mining land use to other land uses in the vicinity. <br />As stated in (a) (i), rangeland is the landowners' choice for reclanration, which is consistent with the <br />balance of their ownership in this area. Other land uses within a 1-]/2 mile radius of the perimeter <br />of the subject are rangeland with associated ranch houses and buildings. <br />(c) Description of how the reclamation plan will be implemented to meet applicable <br />requirements of Rule 6-6-1 Grading. <br />(1) Backsloping"backfilliug". <br />Unused overburden, if any, will be spread on backslopes and the pit floor before topsoiling. There <br />will be no toxic materials involved that could be leached. <br />(2) Grading will be done in a mamter to prevent erosion and siltation of the affected lands. The plan <br />will protect areas outside the affected land from possible slides or other damage. There will be no <br />highwalls to be stabilized. <br />(3) Backfilling and grading will be accomplished as part of the mining process. This definitely <br />constitutes a reasonable timetable consistent with good mining and reclamation procedures. <br />(4) There will be no refuse, acid-forming or toxic producing materials to be mined or disposed of. <br />The only material involved will be the clay, which is basically inert chemically, and caprock. <br />(5) There will be no drill or augers holes to be a part of this mining operation which could possibly <br />cause harmful or polluting drainage. Since this is an open pit operation, there will be no adits or <br />shafts to be sealed. <br />
