This application has been filed, and a permit may be <br />allowed by the Colo. Mined Land Reclamation Board under the 'Colo. Mined <br />Land Reclamation Act for a gravel mining operation. <br />This location was formerly a solid waste landfill which was closed <br />for violations. In this landfill, large amounts of oil brine wastes were <br />dumped, several loads of uranium mine sludge, and other wastes which were <br />not properly manifested because of unsupervised and illegal dumping. In <br />view of this history of the site, it is a possibility that future mined <br />gravel could be contaminated. <br />Before the Mined Land Reclamation Board allows a permit for this <br />gravel operation, there is concern that a precautionary evaluation is <br />needed: <br />1. The Colo. Dept. of Health needs to take samples of the soils in <br />the existing gravel mine, and samples in the area of the adjacent <br />newly proposed mine for the purpose of analyzing the soils for <br />contaminants. <br />2. A qualified engineer and soil conservation expert need to determine <br />i° the excavating, which would be necessary for a gravel mining <br />op°..ration, would release any existing contaminants allo~-ing them to. <br />cash down the hillside during heavy rainstorms or snow run-off <br />causing a threat to wild life and the lower elevated lands in the <br />East Bijou basin located directly below the site. <br />3. The Colo. Health Dept. needs to take samples from the existing <br />monitoring wells on the site, which were designed for the solid o,aste <br />landfill, and analyze them for an updated report. <br />If you should allow a p~_rrnit, it seems that it would be necessary to <br />periodically check soil samples for contamination, since continuous excavating, <br />causing great surface change, is required for such a mining operation. <br />Sincerely) <br />/.. <br />
