<br />Mr. William Tate -2- August 13, 1984 <br />Area A <br />This area received the largest deposit of coal. Blue Ribbon should strip the <br />coal off this area and dispose of the coal and interbedded sands in an <br />approved permitted area. You will need to develop a plan for our approval <br />that specifies how the coal will be removed and the area reclaimed without <br />impacting adjacent areas. Items that need to be addressed are as follows: <br />1. Boundaries of areas to be affected including access routes. <br />2. Equipment to be used. <br />3. Timing and sequence of events. <br />4. Location of the disposal site. <br />5. Location of stream buffer zones. <br />6. Measures to be used to ensure that the stream is not disturbed and <br />that siltation to the water does not occur from the operations. <br />Specific sediment control measures should be described. <br />7. Right of entry should be obtained. <br />8. A plan for restoring the stream bank to contain the creek should be <br />provided. This may require importing of some material to use to <br />reestablish the bank. <br />9. Specifically address how riparian vegetation will be reestablished <br />at the site including species proposed and planting methodology. <br />Area B <br />This area is 300-500 feet downstream of the stockpile area. The coal deposits <br />in this area are light. This area should be handpicked to remove large chunks <br />of coal from the surface and along the streambed. <br />Area C <br />This area is downstream of Area B and is similar to area B. However, there <br />are a few larger strips of deep coal deposits near the center of the area. <br />The larger strips should be removed with equipment in accordance with a plan <br />meeting the same requirements as for Area A. The remainder of the area needs <br />to be hand picked or raked to remove coal deposited at the surface. <br />Area D <br />This area can be considered to be the stream channel located about a mile <br />downstream near the intake of the Deertrail Ditch. Blue Ribbon personnel <br />should walk this area and remove any surface deposits of coal. No equipment <br />should be used in this area. <br />
