Stormwater Requirements <br />a) General Limitations <br />i) Stormwater which mixes with process water or mine drainage is subject to effluent limitation guidelines. <br />ii) Stormwater discharges from active mining and post mining areas shall not cause or threaten to cause pollution, <br />contamination or degradation of State waters. <br />iii) Bulk storage structures for petroleum products and other chemicals shall have adequate protection so as to <br />contain all spills and prevent any spilled material from entering State waters. <br />b) Stormwater Management Plan -Contents and Requirements <br />A current Stormwater Management Plan (SWMP) shall be maintained for the portions of the New Horizon Coal <br />Mine that are covered by this section of the permit. The SWMP shall include the following items, at a minimum: <br />i) Description of Mining Activities. The plan shall provide a nartative description of the mining and associated <br />activities taking place at the New Horizon Coal Mine, or having taken place in the past, which affect or may <br />affect stormwater runoff intended to be covered by this permit. The narrative description shall report the total <br />acreage within the mine site and an estimate of the Dumber of acres of disturbed area. <br />ii) Area Subject to Effluent Limitations Guidelines. The SWMP shall describe the portions of the site which <br />contribute runoff to areas subject to effluent limitations guidelines contained in 40 CFR subchapter N. <br />iii) Sile Mao. The plan shall provide a site map or maps which indicate the following information, a[ a minimum. <br />For We entire area: <br />- mining/milling site boundaries end access and haul roads; <br />- oquipmen[ storage, fueling and maintenance areas; <br />- materials handling areas; <br />- areas used for storage of overburden, materials, soils or wastes; <br />- areas used for outdoor manufacturing, storage or disposal of materials; <br />- location of mine drainage or any other process water; <br />- tailings pileslponds, both new and pre~zisting; <br />- mine drainage or any other process water discharge points; <br />- springs, streams, wetlands and other surface waters; end <br />- boundaries of areas that contribute runoff to out(alls that are subject to effluegt limitations guidelines. <br />For thou areas outside of the areas that contribute nmoff to outfalls that are subject to effluent limitations <br />guidelines: <br />- an estimate of the direction(s) of Flow; <br />- stormwa[er outfalls and an outline of the drainage area of each s[ormwater outfall; <br />- each existing structural control measure to reduce pollutants in stormwater runoff; and <br />- [he location of impervious structures (e.g. parking lots, roofs, etc.) <br />iv) Description of Potential Pollutant Sources/Material Inventory. The plan shall provide a description of potential <br />sources which may reasonably be expected [o add pollutants to stormwater discharges. The plan shall identify <br />all activities and materials which may potentially be pollutant sources..This description of sources should agree <br />with sources identified on [he site map.
