Stir - 2.05.4 <br />Reclamation Schedule -The following s++mm~n~rs the timing of the future final reclamation activities <br />for the Elk Creek Mine area, beginning with the decision to abandon the site: <br />Yeaz 1 - The mine portals and shafts will be sealed and backfilled. Associated stmctures, <br />facihties, and equipment, including foundations, will be dismantled, demolished, <br />and either removed from the site or buried on site. All or portioas of the Elk <br />Creek culvert maybe removed, as appropriate and the associated stream channel <br />segments reestablished. <br />Year 2 - Disturbance areas will be regraded to the design final configuration, available soil <br />materials will be replaced, and the reclaimed areas will be seeded and mulched. <br />Reclamation Costs - A summary of the costs for reclaiming the Elk Creek Mute facilities azea u <br />provided in Exhibit 2.03-E3, Insurance and Bonding Information. <br />Coal Mine Reftue Piles -The two coal mine refuse piles; the East Yard Refuse Pile, located neaz <br />the backfilled Somerset Mine GSeam portal; and the West Valley Coal Reface Pile, located in the fast <br />drainage west of Elk Creek, have been designed and constmcted as permanent structures. As an <br />integral pan of pile construction, completed pile areas are continuously or periodically reclaimed. <br />Reclamation involves grading bench outslopes to the design configuration (<2I-L1V), grading bench <br />surfaces to promote effective drainage, placing a minimum of 4 feet of suitable cover material, and <br />seeding and mulching the reclaimed benches and outslopes to protect and stabilize the cover material <br />Because the refuse piles are designed as perrrranent structures, all associated drainage and sediment <br />control structures (except the sedimentation pond associated with the West Valley Coal Reface Pile), <br />including undisturbed drainage diversion ditches, disturbed drainage collection ditches, and rock <br />under-drains will be retained. <br />• Roads and Powerlines -With the exception o[ the following roads or road segments that will be <br />retained to provide long-term access in conjunction with the postntinutg land use, existing and <br />proposed mine roads will be removed and the associated disturbance areas reclaimed during final <br />grading operations: <br />• Affected segments of Bear Creek, Lower Hubbard Creek, and Upper Hubbard Creek <br />roads <br />• Somerset Cemetery Road <br />• Sanborn Creek Road <br />• Elk Creek Road <br />In addition to the identified major roads, there is a network of exploration, powerline <br />construction access, and degassificaaon well access roads within the OMI permit area. Many of <br />these roads are pre-law roads constructed prior to 1976 and a number of the roads are utilized to <br />access existing public facilities (powerlines and waterlines) and adjacent private and public lands. <br />Prior to final site reclamation, OMI will delineate and identify all existing roads and will attempt to <br />identify any ongoing use and access requirements associated with individual roads or road segments. <br />Any roads that were constnrcted subsequent to August 1977 that are no longer required for <br />continued access will be reclaimed by blocking access with berms, racks, or by other means, <br />establishing passive drainage controk (water bars and/or ditches), and ripping and seeding road <br />• surfaces. Any pre-law roads or roads required for ongoing access will be retained. For any roads <br />retained on OMI lands to provide access to adjacent public lands, OMI will work with the land <br />management agencres (BLM and USFS) to develop and execute any necessary easement agreetrnnu <br />that maybe required for long-term access and maintenance. <br />PR04 2.05-65 Revised August 2000 <br />
