All disturbance areas <br />will be broadcast seeded using equipment-mounted or hand broadcast seeders. Seed will be broadcast <br />at the increased rates specified in the seed mixtures and seeded areas will be harrowed, raked, or <br />dragged to bed and cover the seed. Seeded areas will be mulched with straw or native mulch at a rate <br />of approximately 2 tons per acre. Areas where conventional mulching u not practical due to slope <br />gradients and related equipment safety concerns (> 3H:1~ will either be hytiro-seeded and hydro- <br />mulched or broadcast seeded and protected by erosion control blankets or similar materials. The seed <br />mixtures are comprised primarily of cool-season species, therefore seeding will occur in the fall when <br />these species will benefit from cool fall and eazly winter temperatures and there is typically sufficient <br />moisture for effettive gemtination and initial establishment. The proposed seed mixtures include a <br />number of tree and shrub species and, in combination with natural re-invasion, should be effective in <br />reestablishing both the herbaceous and woody components of the affected plant communities. <br />Reclamation Schedule -The following summarizes the timing of the future final reclamation attivities <br />for the Elk Creek Facilities area, beginning with the decision to abandon the site. <br />Years 1 and 2 - Rema+n~ng stmctures, facilities, and equipment, including associated <br />concrete foundations, will be dismantled, demolished, and either removed from the <br />site or buried on site. Gtlverts will be removed, associated drainage segments will be <br />reestablished, and riprap erosion protection will be placed, where required. <br />Yeaz 3 -Excavations and highwall areas will be backfilled, disturbance areas regraded <br />to the design final postnairtirtg configuration, and postmining drainages constructed. <br />• Year 4 -Available soil material will be replaced on regraded surfaces, surfaces will be <br />prepared for seeding, and reclaimed areas will be seeded in accordance with the <br />approved revegetation plan. <br />It should be noted that mining maybe completed for individual mining areas and these areas may be <br />reclaimed prior to reclamation of the Elk Creek Facilities area since the surface facilities will continue <br />to be used for any ongoing minting. The Elk Creek Facilities will be reckumed as a separate unit <br />following completion of all associated mining actitlties for the entire property. <br />Reclamation Costs - A summary of the estimated cosss for reclaiming the Elk Creek Facilities area is <br />provided in Exhibit 2.03-E3, Instuance andBoi3mg 1 0 . <br />Sanborn Creek Mine Facilities -The Sanborn Creek Mme Facilities include the Sanborn Creek <br />Mine portals, the associated ventilation installation and electrical substation in the portal area, the <br />Sanborn Creek Mine overland conveyor and associated road, the GGulch ventilation installation and <br />Substation No. 3, and several degassification or fire contro]/monitoring boreholes and associated <br />roads. Reclamation plans for the Sanborn Creek Mine facilities are based on cessation of mining from <br />the Sanborn Creek Mme and subsequent closure of the mine, removal of related surface structures <br />and facilities, and reclamation of the associated surface disturbance at some indefinite future date. <br />Demolition and Final Grading -The Sanborn Creek Mme portals will be sealed in accordance with <br />applicable provisions of Rule 4.07 (as shown by the figure, Typical Cross-Section -Mme Seals, in <br />Exhibit 2.05-E5, Reclamation Details).
