SetYiat - 2.05.4
Soil Replacement -Approximately 850 cubic yards of topsoil was salvaged from the Upper Hubbard
Creek disturbed area and stockpiled on site for use in reclaiming this area. Following final
reclamation grading, approximatelysix inches of topsoil will be placed on disturbed areas.
Revegetation - In accordance with an agreement with the DMG, a vegetation srudy was conducted
for the Beaz Creek and Hubbard Creek disturbance areas and adjacent undisturbed areas during the
summer of 1981. The results of thu study are summ~ri~rd in Exhibit 2.04-E6, Vegetation
Information, and graphically illustrated on Map 2.04-M8, Regional Vegetation. A revegetation plan,
based on the srudy results, is included in the vegetation study report in Exhibit 2.05-E6. Disturbed
and reclaimed areas will be prepared and reseeded consistent with the approved revegetation plan. A
fence at the public lands boundary was removed during site development. Anew fence or other
barrier will be constructed at the time of final reclamation to limit vehicular access to the re-
established roadway and protett revegetated areas.
Reclamation Schedule -The following summarizes the timing of the future final reclamation activities
for the Upper Hubbard Creek facilities area, beginning with the decision to abandon the site.
Yeaz 1 - Rema~n~ng structures will be removed from the site and the area will be
final graded and topsoiled. Grading will result in placement of at least 4 feet of
cover over the existing substation foundation in the roadway area. The
sedimentation pond will be reclaimed as part of the pazking area.
Years 1 and 2 -The recoiled surface will be prepared and the area planted and seeded
during the first favorable planting season following final grading.
Reclamation Costs - A summary of estimated costs for complete reclamation of the Upper Hubbard
• Creek facilities area is provided in Exhibit 2.03-E3, Insurance and Bonding Information.
Elk Creek Coal Handling, Support, and Ancillary Facilities -The Elk Creek Coal Handling,
Support, and Ancillary facilities include the coal stockpiling, reclaim, cnsshing, and transfer systems;
coal storage silo and loadout; mine office, shop, and warehouse facilities; other storage facilities and
areas; ancillary facilities; and associated disturbance areas. Because these facilities support ongoing
operations for the entire mine property, reclamation plans for the Elk Creek Facilities area are based
on the cessation of all mining activities at some indefinite future date.
Demolition and Final Grading -All equipment, buildings, and above ground structures not approved
for retention to support the postmining land use will be dismantled and removed from the site. The
following facilities will be retained to support either the postminutg land use or the existing Town of
Somerset:
• Culinary Water Supply, Treattnent, and Storage System -The culinary water supply
system that currently furnishes domestic water to both the mine and the Town of
Somerset will remain in-place. This system includes an infiltration gallery in the alluvium
of the North Fork of the Gunnison River, the water treatment plant and pumping
station, 6-inch water transmission pipelines, and the 200,000 gallon water storage tank on
the hill adjacent to the Somerset Cemetery. These facilities and systems will not be
affected byother site reclamation activities except in the area where the Elk Creek culvert
will be removed and the channel restored. In this area, channel restoration activities will
disturb a portion of the existing 6inch waterline. The affected sections of waterline will
be replaced and insulated or covered with sufficient fill material to protect the pipeline
and prevent freezing following reconstruction of the channel.
• • Somerset Cemetery Road -The old road to the Somerset Cemetery was eliminated and a
new road constructed in conjunction with exparision of the Elk Creek coal stockpile and
construc[ion of the West Valley Fill and haul road. The new West Valley Haul Road was
PR04 2.05-55 Revised August 2000
