Cottony <br />Division Direcor <br />Natural Resource Trustee <br />Attached, please find the Division's guidance document regarding specification prepazation for slurry <br />walls and clay liners as a component of a Colorado Mined Land Reclamation Permit. The application <br />submitted by SW TKO Joint Venture does not contain detailed construcfion information for the clay liner. <br />This document is to provide further guidance to the applicaton for the option to bond for 100 percent <br />installation or replacement cost of the pit liners or select a regulated construction option and become <br />eligible fora 20 percent installation or replacement bond. If the applicant selects the 20 percent <br />installation option, then the applicant will need to address the detailed construction information noted in <br />this document. Please inform the Division as to the option, as address accordingly. <br />The Division has been in contact with CDOT regarding the proposed application. CDOT has raised <br />additional concerns that will need to be addressed by the applicant; <br />1. The western reclaimed shoreline in proximity to US Hwy 85 is over one-half mile in length. <br />CDOT is concerned of wind and water erosion along the western shoreline of the reclaimed pit. <br />Please address the effects of wind and water erosion around the reclaimed pond on all pond <br />slopes. The applicant will need to provide detailed designs of erosion control features such as <br />rock armoring or other suitable measures. <br />2. Please clarify the points of discharge for water that is dewatered to facilitate mining and <br />reclamation plan. CDOT is concerned if the structures under US Hwy 85 are adequate to handle <br />the flows from pit dewatering.
