The horizontal <br />portion of these terraces would be covered with a f <br />residual material made up largely of quartzite. { <br />Its ability to support vegetation, whether trees ~ <br />or grasses, is dependent upon decomposition of the <br />quartzite, a process that. will require centuries <br />to produce soil. The vertical portion of the <br />terraces, which is essentially all that will be I <br />visible, would be left bare. As a procedure f <br />intended to accomplish rehabilitation of the site, r <br />the Company's proposal is plainly a futile gesture. <br />However, the activities to date of Castle Concrete <br />described in recent. news stories make it clear that <br />Dreservation of natural beauty is not what motivates <br />the Company. Rather, they appear to be intent on <br />doing the minimal ammount of reclamation possible, <br />that will still alloy them to maintain that they <br />are in compliance with the lay. The best way to <br />predict. what they will do in the future is to looK <br />carefully at what they have done in the past. It. <br />would be important to explore with them such questions <br />as the follovingi <br />a) Have they undertaken at their own expense <br />any significant research into how to <br />rehabilitate the three Pike's Peak sites <br />in an effective manner? <br />b) Why have they been willing to accept the <br />failure of reclamation effortsuntil now? <br />c) Either on behalf of Castle Concrete, or its <br />parent corporation in Chicago, can one <br />identify-successful examples of reclamation <br />carried out. by them elsewhere? <br />The second factor that deserves investigation, <br />therefore, has to do with consideration of alterna- <br />tive sites. Surely there are other locations lrom <br />which limestone and aggregate could be extracted <br />for construction use, which are not so dismally <br />offensive ae these. Hov much considezation has <br />been given to them? ~~\ <br />~~ . <br />
