• required. As required by Part 4.05.2, all runoff from disturbed areas <br />will be passed through a system of sedimentation ponds. The sedimentation <br />ponds are discussed in Sections 2.05.3, 2.05.6, and 4.05.6 and specific <br />design methodology and calculations are presented in Exhibit 19, Drainage <br />and Sediment Control Plan. <br />In addition to the reclamation techniques and mitigation methods described <br />and referenced in this section, further protection of the hydrologic <br />balance is achieved through comprehensive and ongoing water monitoring <br />programs conducted to detect any significant changes in surface and <br />groundwater quantities or quality. The hydrologic monitoring plan is <br />discussed in Section 2.05.6, Mitigation of Surface Coal Mining Operation <br />Impacts and specific plan details are presented in Exhibit 25, Hydrologic <br />Monitoring Plan. <br />4.05.2 WATER QUALITY STANDARDS AND EFFLUENT LIMITATIONS <br />• EFCI plans for control of drainage and sediment as described in Sections <br />2.05.3, 2.05.5 and 2.05.6, provide for all surface drainage from disturbed <br />lands in the permit areas to be passed through sedimentation ponds prior <br />to release to natural drainages. The sediment control plan reflects the <br />use of diversion or collection ditches to either divert runoff from <br />undisturbed areas around affected areas or to route disturbed area <br />drainage to sedimentation ponds. <br />All ponds have been designed and are maintained and monitored to meet the <br />standards of Part 4.05.6. Additional information relative to sediment <br />control plans is presented in Sections 2.05.3, 2.05.6, 4.05.5, 4.05.6, <br />4.05.7, 4.05.9, and 4.05.17. <br />EFCI will continue to operate and maintain sedimentation ponds and <br />associated drainage structures until contributing drainage areas are <br />effectively restored through application of the reclamation practices <br />described in Section 2.05.4, Reclamation Plan.
