<br /> <br />COLORADO D°_P.?RT?LENT OF HEALTH, Water Quality Control Division <br />Rationale - Page 2. Permit No. CO-0038024 <br />DISCUSSIOtJ: <br />A. Salinity Study <br />Appendix B shows that two samples of the mine water yielded TDS of 6148 <br />and 6734 mg/1. Additionally, a review of discharge monitoring reports <br />(DPfft) for outfall 004 (the combined discharge that includes this source) <br />and outfall 001 (the most continuous surface runoff discharge point) <br />shows TDS discharges which are often above one ton per day. <br />In compliance with the Regulations for Implementation of the Colorado <br />River Salinity Standards through the NPDES Permit Program, the permittee <br />shall be required to submit a study to determine the feasibility of <br />achieving a no-salt discharge, or if not practical, then achieving a <br />discharge of less than one ton per day of TDS. Procedures for this study <br />can be found in Sections 3.10.4. I.A and B of the regulations. The study <br />will be due 90 days after the effective date of this permit amendment. <br />B. Outfalls 016, 017 and 020 <br />In February, 1986, the permittee was granted authorization to discharge <br />from outfalls 016, 017 and 020 through December 31, 1986. Since this <br />period has elapsed, authorization for these outfalls no longer exists. <br />In order to avoid cluttering this permit by adding new pages for outfall <br />023, the pages containing limitations and monitoring requirements for <br />outfalls 016, 017 and 020 are being deleted and the new pages containing <br />limitations and monitoring requirements for outfall 023 are being <br />inserted in their place. <br />C. Permit Page Changes <br />As a result of this amendment, page 3a and 4a are being replaced by new <br />pages; and page 19d is being added. <br />Jon C. Kubic <br />October 30, 1987 <br />
