That the general character of the neighborhood of the tract proposed to be subject to the special use pe mil is agricultural, with score limited residential and mineral extractive uses, all of which are operate3 in compliance with all applicable zoning, subdivision, building, health and sanitation regulations; 6. That landowners adjacent to and in the area of the subject property and the other citizens of Garfield County have indicated concern regarding the power of applicant .to exercise necessary control suer subject lands in which those owners have an interest and the affect of the proposed opera- tions on the agricultural and residential nature of the neigh- borhood; 7. That the imcact cf the proposed use would recuire denial thereof, due to !-,pact upon the uses and valve of ad- joining properties in the neighborhocd, and upon traffic volume and safety caused by increased employment at the nine whose production wil'_ be increased with toe availability of the proposed mineral waste disposal area unless certain con- ditions are imposed or. the proposed oerr..it to mitigate t.`.e impact on such uses, traf -`ic and safety; 6. That the issuance of a Special Use Permit for a mineral waste disDOSal area be and hereby is auv:o:ized upon the above-describes lands, to be issue3 and effective upon and during comaliz^.ce with the conditions more ful'_y set forth herein; ~~~~~~ ~~ Section Z.
