Tri-State has areas of concern regarding your mining proposal's effect on the <br />transmission line; safety, reliability and maintenance. Below are listed are our specific concerns: <br />I . The minimal vertical clearance (24' +-) from the conductor to ground assumes a <br />maximum vehicle height of l4' as per the National Electric Safety Code. Concluding that <br />14' is the maximum vehicle height that should be operated under the transmission line. <br />2. Tri-State has been typically asking for a minimum of 25' radius around existing <br />structures be left undisturbed. We are also concerned with the side slopes around the <br />sttuctures. These cut slopes should be left stable. There should be a ramp left for <br />transmission line maintenance equipment Co access each stntcture. <br />3. We also have a concern [hat if the excavation level extends to [he water level of <br />the Arkansas River or below, that the transmission line structures will end upon islands. <br />The "Mining Plan" indicates reclamation with grasses, but are future ponds more likely? <br />Tri-State needs dry unimpeded access to each structure. For this type of <br />transmission line the average cost to build new would be $90,000 per mile. The cost would be <br />higher to move the line, because it would require installation of several guyed angle structures. <br />The guyed angle structures are over twice the cost of tangent (H-frame) structures. This would <br />increase the costs [o approximately $140, 000 per mile.
