\J <br />4.4 RECLAIMED FACILITIES <br />Reclaimed cuts and fills will be required to meet the <br />provisions of Section 4.14 of the regulations, Backfilling and <br />Grading, where the ground slopes at less than 20°. The pro- <br />visions of Section 4.27, Operations on Steep Slopes, must be <br />complied with where the slope of the ground surface exceeds <br />ZO°. Both of these sections require a minimum static safety <br />factor for all portions of the reclaimed land of 1.3. <br />The extent to which modifications to the existing faci- <br />lities are required for final reclamation will depend on how <br />much the facilities are modified prior to that time. <br />4.4.1 Crushing and Screening Level Fill <br />• <br />Adequate stability of the crushing and screening level <br />fill for final reclamation could be achieved by either but- <br />tressing Che toe of the slope or by reducing the existing <br />slope to a lower, uniform slope angle. However, in order to <br />provide adequate control over erosion and to promote revege- <br />tation, it is likely that the lower uniform slope angle would <br />be preferable to buttressing. <br />Our analyses indicate that a safety factor in excess of <br />1.3 would be achieved by reconfiguring the fill at a uniform <br />1(v):2.0(h) slope, providing that the fill is kept effectively <br />drained. <br />• <br />I <br />4.4.2 Other Fi11s <br />I <br />Our analysis of the fan level fill is considered to be <br />ji representative of the stability of other fills at the site. <br />These analyses indicate that for deeper failure surfaces cor- <br />responding approximately to the original ground surface, <br />- 34 - <br />GEO-NYDPO CONSULTING, INC <br />
