2. Appropriate construction procedures are maintained <br />• I as will be discussed later. <br />~~ 3. The final, non-[oxic cover is installed as an imper- <br />meable cover to prevent seepage of the direct precipitation in <br />ICI the pile. <br />Prior to construction, all topsoil should be removed from <br />the foundation area and stored for subsequent use. In addi- <br />tion, any materials which could weaken or otherwise adversely <br />influence the foundation should be removed. These include <br />such material (in addition to topsoil) as unusually loose <br />materials, vegetation matter including stumps and roots, and <br />any other perishable or objectionable materials that could re- <br />duce the strength of the foundation. <br />After the topsoil removal, the foundation should be grad- <br />. ~ ed so that no slope exceeds the gradient of 1(v):2.8(h). The <br />~ entire area should be free-draining and without any local de- <br />ll pressions srherc water could pond or accumulate either <br />i <br />prior to or during the construction of the pile. Waste rock <br />should not be placed directly on ponded water, saturated soil, <br />I <br />~ snow or ice during construction of the pile. <br />i~ <br />~, The waste rock should be adequately compacted during con- <br />e <br />struction to insure against spontaneous combustion, to obtain <br />i adequate strength, and to prevent excessive settlements. <br />The material should be spread in uniform layers of not <br />more than 24 inches in loose thickness and then compacted to <br />at least 90 percent of the maximum dry density as determined <br />by the AASHTO'° T99-74 or equivalent test method ("Standard <br />Proctor"). This may be achievable by selectively routing re- <br />fuse haulage equipment over the pile.
