Gentlemen:
This letter transmits 25 copies of our "Report, Phase
II Geotechnical Studies, Orchard Valley Coal Mine, Paonia,
Colorado, for Colorado Westmoreland Inc."
These studies were planned in consultation with repre-
sentatives of Colorado Westmoreland, Inc., and of Colorado
Mined Land Reclamation. A draft of the report was submitted
for review to bor.h these organizations, and resulting com-
ments have been incorporated into this final report.
Our report identifies specific areas where our stability
analyses indicate potential problems may exist, and provides
recommendations as to how we believe these potential problem
areas should be handled. In particular, we consider that a
program of regular monitoring of slope deformations using in-
clinometers, and pore water pressures using pressure trans-
ducers, should be implemented in the more critical areas to
supplement regular visual inspections. We believe this ap-
proach is suitable prior to final reclamar_ion since our analy-
ses indicate that the present slopes under the existing condi-
tions do not constitute an imminent hazard of a large failure.
We have enjoyed working with you on this interesting pro-
ject, and hope that we can be of continuing assistance to you
at the Orchard Valley mine.
