• 2.8 Time of Sampling <br />Vegetation cover data were collected in July end early August 19f30, <br />production plots clipped in July end August 1980, and density data collected <br />in July, August, end September 1980. <br />2.9 Agency Coordination <br />The ecological consultant met with CMLR personnel end the client on <br />16 April 1980 and again on 18 July 1980 to develop plans for conducting a <br />baseline inventory and establishing reference areas as required by the <br />Colorado Surface Goal Mining Reclamation Act. Additional communications <br />regarding specifics of the program were discussed via telephone throughout <br />the course of the study. <br />The agency personnel provided direction with respect to what vegeta- <br />tion types had sufficient tlisturbance to merit quantitative sampling; which <br />vegetation types were to hove reference areas; and what constituted a <br />reference area. Quantitative sampling procedures were also presented and <br />discussed. <br />It was agreed that quantitative sampling should occur in the Pinyon- <br />Juniper Woodland end in the Rubber Rabbitbrush Shrubland in areas to be <br />affected by tlisturbance. Agency personnel requested that a statistically <br />valitl reference area be established only for the Pinyon-Juniper Woodland. <br />All other vegetation types were to be described qualitatively. Production <br />data on the Haylend vegetation types was to be derived from the local ranchers. <br />The mean production data for a five-year period was to provide the reclamation <br />standard. Agency personnel were in concurrence with all aspects of the <br />quantitative sampling program. <br /> <br />-6- <br />
