Simpson, P.E. <br />State Engineer <br />Re: Substitute Water Supply Plan, Road Runners Rest II Pit (M-79-195) <br />Sections 3 & 4, Township 2 South, Range 67 West, 6th P.M. <br />Water Division 1, Water District 2, Adams County <br />Dear Mr. O'Brian: <br />We have received your request of July 9, 2004 requesting renewal of the above referenced <br />substitute water supply 1o cover depletions caused by an existing gravel mining operation. The required <br />fee of $217.00 for the renewal of this substitute supply plan has been submitted. The original supply plan <br />was approved on September 26, 2003. <br />The proposed supply plan is to replace depletions caused by evaporation from 19 acres of <br />water surface exposed after December 31, 1980, the removal of water in product and dust <br />suppression. According to the information submitted no water surface was exposed prior to January <br />1, 1981. Consumptive use of water at the property consists of 52.6 acre-feet of evaporation from the <br />19 acres of exposed pond area, 7.4 acre-feet lost in product (4% moisture of 250,000 tons of raw <br />material} and 2.0 acre-feet for dust control (for a total of 62 acre-feet annual{y). Depletions from <br />evaporation and operational losses are assumed to occur instantaneously based on the edge of the <br />ground water pond being located within 100 feet of the South Platte River. No phreatophyte credit has <br />been applied to this plan. The monthly depletion and replacement requirements are found on the <br />attached table. A well permit has been issued for the operation under well permit no. 60313-F. <br />In January 2004, the Denver Water Board constructed a slurry wall around a series of three <br />groundwater lakes including the Road Runners Rest II pit. The pit is currently being dewatered, <br />however, with the inter-connection of the other two lakes the dewatering process has been slow. The <br />area of evaporation will continue to decrease during the dewatering process. The liner has not yet <br />been approved in accordance with the State Engineer Guidelines for Lining Criteria for Gravel Pits, <br />therefore, this plan is approved in the same manner as previous approvals. <br />The source of replacement water for this plan consists of 65 acre-feet per year of leased fully <br />consumable replacement water from Denver Water. The lease with Denver Water was effective as of <br />September 1, 2003 and shall terminate December 31, 2006. Of the 65 acre-feet of lease water from <br />Denver Water approximately 3 acre-feet will cover transit losses (0.5% per mile for the 9.2 miles from <br />Metro Wastewater plant outfaA to the Road Runner Rest II pit). <br />1 hereby approve the proposed substitute water supply plan in accordance with C.R.S. §37-90- <br />137(11), subject to the following conditions: <br />
