Box 591 <br />5174 Highway 133 <br />Somerset, CO 81434 <br />(970)929-5015 <br />Fax (970)929-5595 <br />Re: Mountain Coal Company LLC (MCC), West Elk Mine; Permit No. C-80-007; Minor <br />Revision No. 287, Additional Drill Holes -Methane Drainage Well Project, Panels 16 and 17. <br />Dear Mr. Burnell: <br />MCC is requesting a minor revision to the mining and reclamation permit to construct and install up to <br />five (5) additional methane drainage wells (MDW) from existing pads on Panels 16 and 17. Currently <br />the plan is to include.tLv9 additional holes from Pad 17-01 and a second hole from Pad 17-08. The <br />respective identifications will be MDW 17-Ola, 17-Olb, and 17-Olc, and 17-08a and 17-08b. The <br />holes as shown on the attached map, will allow for additional methane drainage from difficult to access <br />azeas ofPanel 17. <br />MDW 17-Olb and 17-Olc are additional holes required to vent methane from a known high gas area of <br />Panel 17. MDW 17-08 b is a substitution for MDW 17-07, which will not be drilled. The 17-08b hole <br />would be drilled in October and the 17-Olb and 17-Olc holes in late October of this year, after the <br />completion of the first hole from the respective pads. No additional surface disturbance is required to <br />complete the holes. Three additional holes from existing pads are also being requested in the event that <br />MCC needs to re-drill holes or place additional holes from other existing pads.
