Hall-Irwin <br />will use an existing farm access off of Weld County Road 9 3/4 to access the processing <br />area. We are working with the ditch companies regarding agreements for relocating the <br />ditches within the mining area. if we can work out these agreements we will relocate the <br />ditches and avoid additional temporary ditch crossings. Future ditch relocations of <br />temporary ditch crossings will be diagramed in annual reports. <br />2. A revised cost estimate is attached. It includes the cos[ for removing the spill control berms <br />and liner. Please note that we have estimated the cost of backfilling phase I of the mining. <br />It will take 12 to 18 months to get the processing area set up and mine phase one. We <br />anticipate that the temporary substitute supply plan will be in place before [he mining is <br />completed in phase one. It is our understanding that the bond amount for backfilling phase 1 <br />will be released once the substitute supply plan has been approved by the State Engineer. <br />Note there is adequate material available on this property to fill phase one to a level 2' above <br />[he ground water surface. Hall-Irwin has contracted to purchase approximately 600 acres <br />from the Booths. This includes the 309-acre mining area and adjacent property to the east <br />and north. <br />Hall-Irwin will install three peizometers to monitor ground water elevations near the <br />excavation until the temporary substitute supply plan is in place. These wells will be <br />monitored quarterly and the results will be reported to the Division in the annual report. <br />CIVIL AND ENVIRONMENTAL ENGINEERING PLANNING <br />
