', <br />WHAT' What is the purpose of the project? <br />I <br /> • CAM-Colorado is proposing a new mine and associated <br /> facilities to extract low-sulfur coal from existing and potential <br /> new Federal leases as well as mine a small amount of private <br /> coal. <br /> The EIS will analyze the potential impacts associated with the <br /> construction and operation of the underground coal mine and <br /> related facilities. <br /> What other surface facilities might be developed? <br /> • Roads, transmission line, and water pipeline <br /> • Coal stockpile, loadout, waste rock disposal areas <br /> • Administrative and operations facilities and coal preparation <br /> plant <br /> • Mine portal <br /> • Railroad spur that connects to Union Pacific Railroad <br />WHEN: When does the Public Scoping period begin? <br /> • July 27, 2006 -the date the Notice of Intent was issued <br /> When does the Public Scoping period end? <br /> • September 25, 2006 <br /> When will the draft EIS be ready for public review? <br /> • The draft EIS is scheduled to be completed in Spring/Summer <br /> 2007 for public review. <br /> When will the project be complete? <br /> • The final EIS and Record of Decision are scheduled to be <br /> complete in Fall 2007. <br />WHY: Why are we doing this EIS? <br /> • BLM has received right-of-way and land use applications from <br /> CAM-Colorado <br /> • BLM is required by the National Environmental Policy Act <br /> (NEPA) to review alternatives, receive public input, and <br /> assess impacts prior to making a decision on the applications. <br />
