III. INTRODUCTION <br />The Federal government Coal Mine Operating Pegulations (1) • <br />30 CFR Part 211.10 (C)(6) (xii) specifies the course of action <br />one must follow to obtain a permit for mining coal on Federal lands. <br />This regulation calls for a study of drill logs, the frequency <br />of logging, and identification of overburden strata associated <br />with coal seams, identification of chemical compounds found <br />in specific stratum, cahat effects such materials may have on <br />revegetation, what effects weathering may have on interburden. and <br />subsequent effects on local water quality. Subsequently, <br />J. Paul Storrs, the Area Mining Supervisor, U. S. Geological <br />Survey, issued a memorandum on Pia} 18, 1976, offering an <br />interpretation and guidelines to follow in fulfilling the regulations. <br />Colowyo and Ld. R. Grace personnel met caith Mr. Storrs, the Area <br />Mining Supervisor,on several occasions to discuss hoe•~ Colowyo <br />personnel should proceed with drill hole selections, the manner <br />by which interburden from a specific drill core should 6e divided <br />into sections, the preparation of the interburden fractions for • <br />analyses and the analytical procedurei'to be followed in characterizing <br />it. Later, the author met caith Messrs. Starr and Ma1is of U.S.G.S. <br />(March 16, 1977) to discuss progress on the project and lay doc•,•n <br />guidelines for reporting the analyses and preparation of the <br />report (2, 3, 4). Mr. R. Brennan, U.S.G.S., hydrologist, <br />graciously supplied water quality data for sampling sites in the <br />Axial Basin--k'ilson Creek, Taylor Creek and Good Spring Creelc--covering <br />the recocnaissance period from October 1975 to September 1977, <br />7`~esa <br />noting t-}ris data are subject to correction.
