O'Connor <br />FROM: Cathy Begej ~.'GJ7S <br />Re: Professional Certification of Pond No. 008 at the Seneca Mine, <br />C-80-005 and Pond No. 005 at the Nucla Mine C-81-008 <br />I have reviewed the certifications for Pond 008 at Seneca and Pond 005 at <br />Nucla. I respectfully request that these certifications be amended to better <br />conform with our guidelines for Professional Certification (enclosed). Please <br />discuss the hydrologic consequences of any discrepancies between the designed <br />plan and the constructed impoundment in the section identified as No. 5 and <br />No. 7 in the policy memorandum. It would be appropriate to discuss the <br />differences in impoundment volume and embankment height between the designed <br />and as-built at Pond 008, and the consequences of a smaller diameter principal <br />spillway at Pond 005. <br />As I discussed with Mr. Shlenvogt during the phone conversation of December 1, <br />1987, I am concerned about the stability of the embankment due to its <br />construction in colluvium Mr. Schlenvogt indicated that he planned to survey <br />the site in early fall next year. Please commit to sending us the results of <br />the embankment survey at Pond 008 by November 30, 1988. <br />Peabody's response to the adequacy letter on May 29, 1987, for Pond 008, <br />indicated that if penetration tests were performed on the embankment and if <br />soil classification of the borrow was determined, that Peabody would submit <br />those analyses with the certification.
