4.15.8(9) Where the approved postmining land use is commercial forest, <br />the revegetated area will be stocked using documented local and regional <br />• reforestation practices of appropriate State or Federal agencies for the <br />species to be planted in the commercial forest, with the exception that, <br />where no such practices exist, the minimum acceptable stocking rate shall <br />be 450 trees or shrubs per acre. At least 75$ of this minimum stocking <br />rate shall be commercial tree species. Stocking rates shall be determined <br />on the basis of countable trees and shrubs, as defined in 4.14.8(7). Other <br />portions of 4.15.8(7) shall not apply to commercial forests. <br />RESPONSE <br />4.15.8(9) does not apply, since commercial forest is not being <br />regenerated. <br />2.05.4 (e) (vii) Soil testing plan for evaluation of the results of topsoil <br />handling and reclamation procedures related to revegetation and topsoil <br />standards of 4.06. <br />RESPONSE <br /> Topsoiled areas will be tested prior to seeding. Routine soil <br /> analyses to be tested will include pH, salts, organic matter, <br /> nitrogen, phosphorus, potassium, zinc , iron and texture. <br /> Fertilizer recommendations obtained from the soil tests will be <br />• followed and applied during seeding in the spring and fall. <br />2.05.4 (f) A description of measures to be employed to ensure that all <br />debris, acid-forming and toxic-forming and materials constituting a fire <br />hazard are disposed of in accordance with 4.11.4 and 4.14.2 and a des- <br />cription of the contingency plans which have been developed to preclude <br />sustained combustion of such materials; <br />RESPONSE <br />Disposal of Noncoal Waste <br />Disposal of waste oil is accomplished by putting all oil into a <br />waste storage tank located adjacent to the shop. This oil is <br />then removed by various firms and recycled. <br />Garbage and other debris will be disposed of in the sanitary <br />landfill located at the mine. Water in and around the landfill <br />runs into a small detention pond adjacent to the landfill. Wastes <br />will be routinely compacted and covered to prevent combustion <br />• and windborn waste. When the disposal is completed, a minimum <br />of two feet of soil cover will be placed over the site, and slopes <br />
