Unless the Division makes a finding that either a higher or lower productivity standard should be <br />• set, to be consistent with the requirements of 4.15.8.(3) (b). <br />C. For the purpose of 4.15.8, productivity shall a measured as current year <br />aboveground biomass of herbaceous vegetation. <br />RESPONSE <br />HG Coa! Company intends to reestablish woody vegetation communities, so item (b) applies. It <br />will be the intent to reestablish, compazable levels of herbaceous productivity to those existing on <br />the reference areas. <br />4.15.8 (5) The perrttittee shall be required to demonstrate, using techniques approved by the <br />Division, that adequate species diversity has been achieved on the revegetated area. <br />Such techniques may include, but not be limited to, diversity indices and/or <br />comparisons of species composition (based on cover or production) between the <br />reclaimed area and the undisturbed vegetation. <br />RESPONSE <br />The species diversity of the reclaimed area will be determined using the herbaceous cover data <br />collected using the same sampling techniques employed in the reference areas. The relative percent <br />cover of each species shall be determined and compared to the species diversity criteria for the site. <br />This diversity will adequately support the post-mining land use of wildlife and livestock grazing. <br />• 4.15.8 (6) The permittee shall be required to demonstrate, using techniques approved by the <br />Division, that the vegetation on the reclaimed surface consists of a mixture of <br />species of the same seasonal variety native to the area of disturbed land, or of <br />species that support the approved postmining land use. The vegetation on the <br />reclaimed surface must be of equal or superior utility for the approved post mining <br />land use when compared with the utility of naturally occurring vegetation during <br />each season of the year. <br />RESPONSE <br />The vegetation species which are intended for planting include numerous native species common <br />to the region. Several introduced species are included in the seed mix.
