• 2.05.4 (c) A plan for backfilling, soil stabilization compacting, and <br />grading, with contour maps and appropriate cross-sections <br />that show the anticipated final surface configuration of the <br />proposed permit area, in accordance with 4.14. <br />RESPONSE <br />Exhibit D (Exhibits Volume I) shows the final surface configu- <br />ration of the mine and Exhibit S (Exhibits Volume II) is a typical <br />cross-section showing the relationship of original and final <br />surface elevations. Backfill will be placed using scrapers and <br />trucks in lifts which will insure good compactibility of the rock. <br />Final grading will be done using dozers. <br />2.05.4 (d) A plan for removal from storage and redistribution of <br />topsoil, subsoil and other material to meet the requirements of <br />4.06. <br />RESPONSE <br />Topsoil will be removed from areas to be affected by surface coal <br />• mining operations after removal of vegetative cover that would <br />interfere with the use of the topsoil. This vegetation cover will <br />be removed using a brush sake mounted on a dozer. The topsoil <br />and vegetative cover will be cleared before any drilling, blast- <br />ing, mining or any other disturbance. Vegetative cover will be <br />cleared only from the area to be affected to the extent necessary <br />to minimize the mixing of topsoil with large roots or other large <br />vegetative material. <br />The "A" horizon at the mine is high in organic matter and is <br />easily distinguishable from the "B" and "C" horizons. Suggested <br />stripping depths are indicated in the soil survey baseline infor- <br />mation. <br />Topsoil grill be stockpiled only if it is impracticable to promptly <br />redistribute such material on regraded areas. An effective cover <br />of non-noxious, quick growing annual and perennial plants will <br />be seeded on the topsoil stockpile during the first appropriate <br />• ' growing season. <br />Stockpiled topsoil will not be moved until it is required for re- <br />distribution . <br />
