Part of the problem in getting this
information was a lack of understanding on what the Divisio~~ needed to
complete analysis of the plan. There has been some change to what was
originally proposed because of changes that have taken place at this mine.
'Phis letter outlines what those changes are and then uses that to support the
revised calculations included in the data tables that replace those submitted
in 1994. This data was prepared using the most current copy of the General
Guidelines on the Division of Water Resources web page.
Originally the site was to be reclaimed as a large gravel lake that
required a large amount of makeup water. In 1998, Denver Water Board and
south Adams coynty water and Sanitation District purchased this property to
construct l water storage reservoir. Suburban retained the mineral rights
and was required to complete mining and turn the site over to Denver Water by
the end of 2006 so they could begin to construct the reservoir. Denver Water
is working on the design of the liner that will seal the lake area.
Review of OSE guideline J~8 suggests that if a mined area will bs lined,
and dewatering is taking place during construction, then only the water
surface area left during dewatering needs to be accounted for. The attached
information is based on that type of plan. Since Denver Water not Suburban,
will be lining the reservoir, the reclamation plan for this pit does not
currently mention lining. Denver Water can confirm, how that lining will
occur.
Reviewing th.e physical layout of the mine, it was determined that during
mining and construction the water surface area could easily be limited to an
average of 25.0 acres or leas. The water depth average 3 feet or less and
