Section 780.23(a) Continued. <br /> <br />816.24, the reclamation plan as described under 30 CFR 780.18 will <br />be implemented to achieve the proposed poatmining land use. As <br />shown on Map 27, North Park Land Use, postmining rangeland land use <br />is the same as the premising land use identified in 30 CFR 779.22. <br />Implementation of the detailed reclamation plan as described in <br />Section 780.18 will restore disturbed land to its premising use. <br />Specifically, the designated land use will be accomplished by <br />regrading of the spoil to approximate original contour, restoring <br />all drainage patterns to their original function, and reapplication <br />of the subsoil, topsoil and mulch, followed by seeding of the <br />designated seed mixture. (See: Table 67, Kerr Mine Area Seed <br />Mixture and Table 68, Kerr Tipple Area Seed Mixture.) Until the <br />vegetation has become sufficiently established, erosion will be <br />controlled on the newly seeded areas through the use of small <br />• contour furrows. As discussed in detail in Section 780.18, re- <br />claimed lands will then be protected from noxious weeds and other <br />biological processes such as animal grazing until the stands are <br />sufficiently established to support grazing pressure. <br />Relationship of Proposed Land Uae to Existing Land Use Plans and <br />Policies <br />The proposed rangeland land use for reclaimed areas in both the <br />Kerr Tipple Area and the Kerr Mine Area is Identical to the premin- <br />ing land use. As demonstrated in Section 779.22 (c), the proposed <br />land use falls under current Jackson County zoning regulations for <br />industrial and ranching activities, respectively, and no change in <br />land use zoning is proposed. <br />Jackson County at present has no effective or proposed land use <br />plans apart from its existing zoning patterns with respect to the <br />Kerr Mine and Tipple Areas.
