Rule 2.05.6(3) <br />Revised 12/3/80 <br />Tipple Area <br />Operations at the Kerr Tipple Area will result in certain short- <br />term effects on surface water quantity and quality. Specifically, <br />effects will most likely be changes in water quality resulting from <br />surface water discharge and coal dust emanating from the coal load- <br />out site. Ground water will not be affected because the alluvial <br />aquifer in the tipple area is contained within a cover of clayey <br />material and the local water table is above ground for most of the <br />year. For these reasons, infiltration of affected water into the <br />alluvium is not likely to occur. Furthermore, since there is no <br />excavation at the Kerr Tipple, ground water quantity is not ex- <br />pected to be affected. <br />Surface water discharge is controlled in the Kerr Tipple Area <br />through a drainage control system including a sedimentation pond <br />and several tributary diversion ditches as shown on Map 17a, Kerr <br />Tipple Area Hydrology. Effluent limitations discussed under Sec- <br />tion 816.42 apply to discharge from the Kerr Tipple. The drainage <br />control system is designed for the 10-year, 24 hour precipitation <br />event. As shown in Table 10, Kerr Tipple Area Water Quality Data, <br />water discharge in compliance with effluent limitations will be of <br />a quality equal to or exceeding the baseline concentrations for <br />total dissolved solids, total iron and pH. Leaching of soluble <br />salts is not likely to be measureable in the hydrologic monitoring <br />program because of the relatively minor amounts of water to be <br />expected and the small area to be affected. For these same reasons, <br />no major effect of operations on surface water quantity are ex- <br />pected. <br />Despite concientious attempts to minimize dust production during <br />operations, prevailing winds will carry some coal dust out of the <br />permit area, Local wind direction and speed is discussed under <br />Section 779.18. Coal dust emanating from the area of operations is <br />likely to be blown toward the adjacent lumber mill to the north- <br />780-126 ccc <br />
