Section 780.21 (b) Continued.
In accordance with the Regulations of the Colorado Mined Land Reclamation Board
for Coal Mining (Regulations) Rule 4.05.13, the Annual Hydrology Reports have
been submitted in accordance with the Permit and provide detailed information
concerning the monitoring results for surface and ground water. The Annual
Hydrology Report for 2006 was recently submitted to the DRMS. Data provided in
the Annual Hydrology Reports indicate that the reclamation process has been
successful, that onsite impacts have been minimized and that offsite impacts have
been prevented. The DRMS reviewed the 2005 Annual Hydrology Report and point-by-
point the probable hydrologic consequences and provided comments in
correspondence dated April 17, 2006.
The request is for termination of monitoring for the mine area only. Monitoring
will continue at the Loadout facility. The monitoring requested for termination
is listed below.
• Surface discharge water quality monitoring from all ponds, including
the permanent ponds. CDPS Permit 850037 includes Ponds A, B, C, D, E,
F and G which correspond to discharge points 301 - 305, 321 and 322
respectively.
The monitoring frequency (Loadout only) for the remaining postmining discharge
will continue to be weekly during March, April, May and June and monthly during
July, August, September and October. As per TR-19, the surface water sites at the
Loadout are analyzed for postmining parameters as required by the CDPS permit
which include:
Postmining Parameters
• Flow, MGD
• Settleable Solids, mg/1
• PH, s.u.
• Oil and Grease, mg/1
The most recent surface water monitoring stations in the monitoring program are
shown on Map 48, Mine Areas Monitoring Stations and Map 36, Kerr Tipple Area
Postmining Topography. Monitoring requirements are summarized by Table 61, Kerr
Mine Area Hydrologic Monitoring Schedule.
TR-23 780-109a Revised June 2007
