Lone <br />Division Direcbr <br />RE: Citizen Complaint <br />On 3/20/97, 1 1:50 am, I received phone call from Linda Dannenberger, from the Mesa <br />County Planning Dept. Ms. Dannenberger stated that Mesa County Planning Dept. had <br />received numerous complaints from citizens regarding blasting at a location approximately <br />500' NE of the Ute Water Treatment Plant, east of Palisade, and truck traffic on Rapid <br />Creek Road. Ms. Dannenberger stated that blasting and truck traffic were being <br />conducted by Mr. Fontanari, dba Western Slope Blasting. Ms. Dannenberger stated that <br />if Mr. Fontanari is blasting and utilizing Rapid Creek Road as haul route, he is in violation <br />of Mesa County Permit. Ms. Dannenberger gave the name and phone number of Lee <br />Borchardt, as one of the complainants. <br />I stated that the referenced location appeared to correspond to location of mining permit <br />recently issued to Rudalph Fontanari, dba Western Slope Flagstone. I stated that permit <br />issued at that location specifically stated that explosives would not be utilized and that <br />haul truck traffic was approved only for the north route. The south route, Rapid Creek <br />Road, was not approved as a haul route. Ms. Dannenberger stated that Rapid Creek <br />Road was a narrow road with numerous residents, Mesa County was concerned that haul <br />trucks on Rapid Creek Road may pose threat to human safety. Ms. Dannenberger <br />requested to participate in DMG inspection resulting from citizen complaint. <br />On 3/20/97, 11:55 am, I called Lee Borchardt. Mr. Borchardt stated that he had heard <br />blast and felt ground shock from 2 shots on Presidents Day. Mr. Borchardt stated that he <br />had previously worked in mining and knew what blasting and ground shock were. He <br />stated that Mr. Fontanari had been blasting on weekly schedule and had been utilizing <br />Rapid Creek Road as haul route. Mr. Borchardt stated that end dump trucks were passing <br />his house on daily basis and that he had recently video taped haul truck traffic on Rapid <br />Creek Road. Mr. Borchardt stated that Rapid Creek Road was approximately 18' wide <br />with sharp turns and steep gradients, resulting is short site distance. Mr. Borchardt <br />stated concern for safety on Rapid Creek Road and possible ground shock damage to the <br />Ute Water Treatment Plant. Mr. Borchardt also stated that truck traffic had doubled since <br />Mesa County had threatened to revoke county permit. I requested written complaint from <br />Mr. Borchardt, containing specific dates and times of blasting and evidence of truck <br />traffic on Rapid Creek Road. Mr. Borchardt stated that he would submit written complaint. <br />
