MEMORANDUM <br />January 24, 2002 <br />To: Jim Pogline <br />From: Brian Watterson <br />Cc: Rick Mills, Sandra White <br />Subject: Regulatory Monitoring at Empire. <br />Jim: <br />Since you're going to start checking on the Empire NPDES monitoring, I thought I'd <br />outline what we needs to be done. I know we've already talked about most of this, but I <br />want to be clear, so you can pass a copy of this onto whoever else may be monitoring at <br />the site. <br />• Attached is a table outlining the quarterly analysis list requirements in the permit. <br />You should already have a copy of this. Each week of the quarter, whoever is <br />monitoring needs to check off this table: if the required list sample has been <br />collected, if field parameters were taken, or if there was no flow (just print "NF" <br />for that week). At the end of each month make a copy of the table and fax it to <br />me. <br />The analysis sampling list (e.g. 1Q, 1B, AA) is shown in the table as being <br />collected at the beginning of the month, so if there's a problem with the data we <br />have time to resample. I understand these sites flow sporadically, so you may not <br />be able to collect the required samples till the end of the month. You may also <br />have to collect and submit two lists at a time in order for us to meet monitoring <br />frequency requirements. <br />• Field Book: In addition to the current data entry, include: <br />o Every week needs to be documented. If the site's aren't flowing -put a <br />date, list the site and write "no flow". <br />o If sample is collected for analysis -write the list number down in the field <br />book. <br />o If something unusual happens (e.g. multiple monitoring events in a day, <br />equipment malfunction, etc.) write an explanation. <br />o At the end of each week, make a copy of the field notes and fax it to me. <br />• If Empire starts running low on sample containers, chain of custody's, UPS <br />mailers, etc. call Byron Caton at CTE (303-373-4772) and ask him to UPS you <br />more. <br />• If there are ever any questions or problems, call myself (970 870 2750), Sandra <br />White, or Rick Mills immediately. <br />
