Chemicals Used: The permittee indicated that there are products consunte~i on-site that have the potential to 6e <br />in the effluent discharges. These products are summarized in the table below. The table shows whether the <br />Division finds the chemicals acceptable for discharge at concentrations appropriate for the purposes intended. <br />!n addition the permittee is aware that pit pumpage water will likely neea' cdditional treatment before it can be <br />pumped to a pond. Settling with the aid of flocculations/coagulants for,~he outfalls designated with a "b" will <br />occur in the pit. The permittee may also apply flocculanrs/coagulants to otttfalls designated with the letter "a " <br />ro improve the quality of discharged waters. The permittee is testing var:orts flocculants/coagulants ro identify <br />one or more efficient in settling out fine particles, coal fines and is also co: t effective. However, it is a cationic coagufant'with a chemical composition <br />such that it binds up completely with solids, thereby remaining in the sludge and not in the water. On this <br />basis, with proper application it will not add toxicity to a discharge. 77te chemical is acceptable for use up <br />to a maximum application rate of 100 ppm (mg/P). <br />B. Wastewater Treatment Description <br />All wastewater ultimately discharged will, at a minimum, be treated through sedimentation ponds. Ibis primarily <br />includes surface runoff, but also includes the potential for discharge of other sources as described below. All <br />discharges may be intermittent. <br />Thet non-Surface runoff sources also include good quafiry groundwater of unhtawn origin that flows to the Streeter <br />Pond (ourfal( 001). In addition, outfall 008 may contain water from two natural springs and underdrain water with <br />flows of less than 7 gpm from a ssstem installed as part of the West Pit Fi11 construction. Outfal[ 010 may also <br />contain underdrain water and possibly at a future time, spoils spring water. <br />Then permittee has stated that pit pumpage will likely occur in the future in signiftcant volumes far infrequent periods <br />of :;hurt duration and would 6e discharged from one or more of outfalis 004, 007, 008. 009 and 010. There is no <br />way to predict when this might occur as it is dependent on precipitation volumes. Internal discharge points are <br />being estdblished in the permit to monitor the quality of the water pumped from the pits to the ponds. lhese internal <br />points are designated with a "b"after the autfa[I number and correlate to the pond to which the pit water would be <br />pumped. For example, outfal! 007b is pit water pumped to the Prospect Pond. whose ourfall to Good Spring Creek <br />is designated as outfa[l 007a. See section VI. for elaboration on applicable effluent limitations and other conditions. <br />Water that gravity flows across upper portions of pins and then flotivs out, eventually entering the surface runoff ditch <br />system -without being pumped -is considered by rhz Division as surface runof,F Water that is pumped from a pit is <br />"pit pumpage" or "pit water" subject to the requirements described for outfall.s c?esignatzd with a "b "'. <br />
