If surface-laid pipe is installed, <br />how will potential erosion at the pipe outlet be controlled for? <br />Stockpile Construction, Exhibit pg 12, second paragraph, last sentence <br />If waste fines from washing and screening are to be used as topsoil, what soil amendments will be <br />required, and wlta[ are their application rates? <br />Surface Water Management, Exhibit pg 14, first paragraph, last sentence <br />The last sentence states that drainage from the active areas will be controlled and treated as required by <br />water quality regulations and refers to a footnote located at [he bottom of Exhibit pg 14. The footnote <br />indicates that detailed information is described in the surface water management plan. The Surface Water <br />Management Plan (SWMP) is also referred to on Exhibit pg I Q first paragraph, and on Exhibit pg 1 I, <br />third paragraph. fs the information provided for on Exhibit pg 14 under the heading Surface Water <br />Management the same thing as the Surface Water Management Plan? If so, where is the detailed <br />information on water quality regulations and how the mining operations will comply with these <br />regulations? If this is not the case, how can the Surface Water Management Plan for the Line Camp Pit <br />be obtained? <br />third paragraph, fourth sentence, Spillway <br />A spillway is not indicated on the engineering plat. Where will this spillway be located and what will <br />serve as the drainage from the spillway, in case of flooding? This is of particular importance, as the <br />Robinson land parcel is located immediately downslope and downstream from [he proposed gravel pit <br />(refer to Exhibit pg ~0) and might be adversely affected if the spillway channels water into their property. <br />EXHIBIT E - RECLAMATION PLAN <br />General Concept, Exhibit pg 15, first paragraph, last and second to last sentences <br />These sentences state that selected areas around the ponds will be planted with shrubs and selected areas <br />along the shore of the ponds will be planted with willows and other vegetation as recommended by <br />NRCS. I[ would seem [ha[ in order for [he Colorado Department of Natural Resources to properly <br />evaluate the reclamation for final approval, information regarding the proposed location of these selected <br />areas need to be specified and quantified in some manner. <br />Vegetation, Exhibit pg 16, first paragraph, second sentence <br />Reclamation will be deemed accomplished whenever 70% or better of the original vegetation cover is <br />achieved and erosion is equal to or less than that of the original conditions of the site. However, the <br />current condition of the site is very poor, as a result of poor land management practices (see evaluation in <br />Exhibit J). The problem of invasive noxious weeds in the Line Camp pastures is already prevalent and <br />has already affected landowners upstream and downstream from Line Camp.
