~ ~ III IIIIIIIIIIIIIIII <br />999 <br />POWDERHORN COAL COMPANY <br />UNIT TRAIN LOADOUT <br />SEWAGE LAGOONS <br />A sewage treatment facility consisting of an aeration lagoon and <br />a series of 3 non-discharging lagoons was constructed at the Unit <br />Train Loadout in the spring and summer of 1981. The installation <br />was made under a Colorado Department of Health Site Application <br />No. 3458 which was approved April 29, 1981. A search of the <br />record shows an engineering design for the embankments done by <br />Armstrong Engineering of Grand Junction and lab test results on <br />the bentonite-soil mix used to line the ponds. The design called <br />for 95% compaction on the embankments but I am unable to find <br />certification to verify that that was done. The project <br />engineer, D. Conn, approved payment for construction on June 1, <br />1981 which 2 interpret as approval of the adequacy of compaction <br />and size. <br />A review of the design shows an original grade for the area to be <br />4759-4763 and design bottom of pond at 4757, maximum water level <br />at 4761 and top of embanl~ent at 4765. <br />Considering recent observations of the pond and information <br />available on design and installation, I hereby certify that, to <br />the best of my knowledge and belief, these lagoons meet the <br />impoundment requirements of rule 9.05.9 of the Regulation of the <br />Colorado Mined Land Reclamation Board for coal mining. <br />Note: These lagoons are not classified as an impoundments by <br />MSHA. <br />^E .;, <br />n~ti <br />. i <br />r~-~ <br />,,.. <br />
